The U.S. Department of State's Visa Office has officially announced the immigration visa bulletin for the first month of the new fiscal year 2026 (i.e., October 2025). The information related to the EB-5 investment immigration visa is of great concern. Let's take a look with the Worldway Group.
Current Status of EB-5 Visa Dates
The latest results show that Table A remains unchanged, with the direct investment projects C5 and T5 categories consistent with the non-reserved visa categories I5 and R5 of the regional center projects, maintaining at December 8, 2015; Table B has regressed by 92 days, with the direct investment projects C5 and T5 categories consistent with the non-reserved visa categories I5 and R5 of the regional center projects, regressing from October 1, 2016, to July 1, 2016.
It is worth noting that the EB-5 visa reserved categories (20% reserved for rural area projects, 10% reserved for high unemployment area projects, 2% reserved for infrastructure projects) are currently still in a no-waiting state.
Table A: Final Action Dates For Employment-Based Preference Cases
(Note: U.S. Consulate interviews & USCIS submission of AOS adjustment of status applications)
Table B: Dates For Filing Of Employment-Based Visa Applications
(Note: Legally residing in the U.S. and meeting relevant conditions, submitting AOS adjustment of status applications to USCIS)
Additionally, it has not yet been announced whether Table B for October 2025 will be open. Worldway will continue to monitor closely.
The non-reserved visa categories of the EB-5 regional center projects have a priority date of December 8, 2015, for applicants born in mainland China. Investors who have obtained I-526 approval and have a priority date earlier than December 8, 2015, can proceed to the final consulate interview process or submit an I-485 adjustment of status application in the U.S. For investors who have obtained I-526 approval and have a priority date between December 8, 2015, and July 1, 2016, it is recommended to pay the fees and submit the DS260 form and documents to the NVC for review as soon as possible to obtain the completion letter promptly. The NVC visa group of the Worldway Group's document team and customer service team will continue to initiate client screening, contact relevant law firms, and submit NVC visa applications for eligible applicants, providing interview guidance, etc.
Immigration Window and Application Suggestions
According to the latest visa bulletin for October 2025, the EB-5 visa reserved categories for investors born in mainland China are still in a no-waiting state. However, it should be noted that the State Department has warned of future waiting risks. As the number of applications continues to increase, the reserved visa quotas may also face pressure, and once waiting occurs, the current "dual submission" fast-track advantage will no longer exist.
Worldway reminds that the precious immigration window is fleeting, and the battle to seize reserved visa quotas has entered a critical stage. Now is the golden opportunity to take advantage of the EB-5 new policy's no-waiting "express train." Investors are advised to act swiftly, select projects, and submit I-526E applications as soon as possible to lock in the priority date. After the implementation of the new policy for U.S. EB-5 investment immigration, applicants can conduct "dual submission" in the U.S., meaning that applicants without waiting can simultaneously submit I-526E immigration applications and I-485 adjustment of status applications, and can also apply for travel permits I-131 and work permits I-765, which is the "small green card," achieving legal work, free entry and exit, and enjoying the convenience of a life and work similar to that of a green card in advance.
From Worldway's past cases, many clients have obtained the small green card through "dual submission" in about 3 months, and many clients have successfully obtained I-526E approval in 5-8 months, which is amazingly fast! Prospective investors must seize the current opportunity.
